Nikolay Dmitrik
In 2006-2012 Nikolay worked as a civil servant for the Legal Department of the Ministry of Information Technologies and Communications of Russia (since 2008 – the Ministry of Communications of Russia).
In 2012 he was promoted to the head of the legal consulting department, a partner of the Russian consulting firm ParkMedia Consulting. In this position he worked till 2016. Since 2015, on the invitation of local governmental and non-governmental, as well as international organizations, provided active assistance to the Republic of Kyrgyzstan in the field of legal regulation on the transition to electronic governance. During this time, a legal framework was developed for the implementation of electronic governance (the laws of the Kyrgyz Republic “On Electronic Governance”, “On Electronic Signatures”, the new version of the law “On Personal Information”, and supporting legislation), work is currently underway to establish legal bases of e-government infrastructure in Kyrgyzstan.
Since 2016, as a regional director, has been involved in the development of the Digital.Report project on ICT policy in the countries of Eurasia. He is one of the founders of the “School of Digital Rights” (http://internetpolicy.kg/digital-rights-school-ru/), within the framework of which he delivers lectures on digital economy, electronic management, electronic signatures, and personal data protection. He provided workshop on personal data and privacy protection in Moscow, Minsk, Bishkek, Alma-Ata, Astana, Ohrid, and Toronto.
He is the author of more than 40 scientific publications in the field of ICT regulation, including a monograph on exercising of rights using the Internet.
Valeriy Zubanov
Since 2010, led a branch of the company AXOFT in Kyrgyzstan and engaged in the promotion of solutions to ensure information security. He started working at Kaspersky Lab in 2013 as a business development Manager in Kyrgyzstan, Tajikistan and Uzbekistan. Since 2014 commercial Director of Kaspersky Lab regional office in Central Asia and Mongolia.
Lianna Galstyan
Lianna Galstyan is a Vice Chair of ICANN APRALO (Asia-Pacific Regional At-Large Organization) and a member of UN MAG (Multistakeholder Advisory Group). For the last five years Lianna was actively involved in National and Regional IGF initiatives in different roles. She is also a Board Member of the Armenian ccTLD Registry and a Board Chair of the Internet Society Armenia Chapter. Lianna is passionate about making Internet governance processes inclusive and multistakeholder with special interest to empowering women, youth as well as people with disabilities.
Alex Semenyaka
Alex (“Oleksiy”) is an External Relations Officer for the RIPE NCC (Eastern Europe and Central Asia) and is based in Moscow.
As part of the External Relations team, he helps lead the RIPE NCC’s engagement with membership, the RIPE community, technical bodies, academia, law enforcement and other Internet stakeholders. As Technical Advisor, Alex also follows Internet industry and government developments related to ICT, particularly in the former Soviet countries, monitors and attends industry conferences and meetings, representing the RIPE NCC there, and works with internal stakeholders to enhance the RIPE NCC’s training activities.
He is currently a Chair of ENOG Programming Committee and a member of RIPE Programming Committee.
Andrii Paziuk
Dr. Andrii Paziuk is Hubert H. Humphrey (Fulbright Program) Fellow (2017-2018), American University Washington College of Law; Associate Professor, Taras Shevchenko National University Institute of International Relations, Kyiv, Ukraine.
He defended his Ph.D. thesis devoted to the protection of privacy and personal data trans-border flows in 2004 and his post-doctoral thesis on International Cyber Law in 2016. Since 2012, Paziuk has been a lecturer and LL.M. program moderator of International Cyber Law at Taras Shevchenko National University of Kyiv, and he is also the Vice President for the Ukrainian Academy of Cyber Security. Currently, he is a non-residential Fellow at the Center for Cyber and Homeland Security of the George Washington University, DC, USA.
Andrew Sushko
Lawyer, expert in law and public administration, co-founder and development director of the institution “Advisory centre on contemporary international practices and their legal implementation “Human Constanta” (Minsk, Belarus). He is the author of a number of national and international studies in the field of access to public sector information, e-government and e-participation.
Kirill Vyatkin
He has the title of master of management.
Head of the National contact point 24/7, divisions operational and technical work and international cooperation with law enforcement agencies foreign state. Has more than 10 years of experience in the fight against cybercrime and other offences committed with the use of information and communication technologies. Participant in the development of a number of related bills with the provision of information security of the country. Implements information and preventive work to improve the level of “digital hygiene” of citizens, organizations and enterprises’. Participate in improving the level of professional literacy and skills of employees law enforcement agencies of the Republic of Belarus.
Aibek Kurenkeev
Has experience in the telecommunications sector for more than 10 years. Participates in the development of many NGOs in the field of communications and telecommunications, banking, information security, development of digital transformation strategy and management, organization of various public events and platforms of the topics above.
Vahan Hovsepyan
Vahan Hovsepyan has a diverse background in boosting initiatives in ICT field. He is a Director of ARMIX Foundation-Armenian neutral Internet exchange, Armenian Operators Union, with more than 20 member companies. He worked at the Union of Information Technology Enterprises as a Deputy Director, heading Armenian technological delegations during different local and international activities. He has served as a Jury Member of Georgian ICT Award, and in 2017 became an ICANN Fellow. Vahan has participated in IXP workshops in Dushanbe and Bishkek, and was a co-host of RIPE NCC Regional Meeting in 2015 and host of ENOG 12 in 2016. He graduated from Armenian-Russian State University, and has completed executive education courses in Maastricht School of Management and John. F. Kennedy School of Government at Harvard University.
From July 2017, Vahan will serve as an External Relations Officer with the RIPE NCC.
Ceren Unal
Studied law at Ankara University, subsequently gaining a Master of Laws degree from Queen Mary, University of London, specializing in Computer and Communications Law. Since 2003, she has worked as an instructor at Bilkent University Faculty of Law for the Internet Law and Civil Law courses. Ms Ünal is also studying a PhD in Civil Law at Ankara University, with a dissertation on the Civil Liability of Internet Service Providers for Online Content. Ms Ünal’s primary areas of interest are ISP liability, privacy and data protection, protection of IP rights over the Internet, e-commerce, and Internet regulation.
Eneken Tikk
Dr. iur. Eneken Tikk is the Head of Power and Influence Studies at the Cyber Policy Institute (CPI) in Jyväskylä, Finland. In 2012–13, 2014–15 and 2016–17 she advised the Estonian expert to the UN Group of Governmental Experts on developments in the field of information and telecommunications in the context of international security. She also advised the Estonian Ministry of Foreign Affairs on CBMs in the OSCE 2011-2013. Eneken currently teaches courses on the General Data Protection Regulation(GDPR) and cyber operations at TalTech (Tallinn University of Technology). Eneken is the course director for the ICT4Peace capacity building program on international cybersecurity, norms and international law.
Mika Kerttunen
D.Soc.Sc Mika Kerttunen, LTC (ret. FI A), is Founding Director of the Cyber Policy Institute and the CPI lead expert on national cybersecurity strategies and military doctrines. He is Senior Research Scientist Tallinn University of Technology, and Adjunct Professor Military Strategy at the Finnish National Defence University. Dr. Kerttunen served as advisor to the Finnish expert at the UN Group of Governmental Experts on Developments in the Field of Information and Telecommunications in the Context of International Security (2016-2017). He frequently contributes to cyber capacity-building events in the ASEAN region and in Africa.
Mikhail Anisimov
For the last seven years, he has worked in internet hosting and domain registration, holding various positions with Russia’s largest host providers and domain name registers. In 2013, as part of the Foundation for Assistance for Internet Technologies and Infrastructure Development, he played an active role in launching the .МОСКВА and .MOSCOW domain zones. In 2014 he joined the ccTLD team where he is working in press-service and in staging the industry events.
Mikhail Anisimov is a member of various industrial organizations and an organizer of thematic conferences and forums concerning domain registration, hosting, internet infrastructure and cybersecurity. He represents Coordination center in different domestic and foreign internet conferences and makes lectures for schools and universities about internet infrastructure and information security.
Alexey Kozliuk
Alexey Kozliuk is lawyer, human rights advocate, researcher of digital freedoms and international instruments of human rights protection. Recent years Alexey has been researching access to public sector information, freedom of information online, privacy and data protection. His research fellowship in the International Centre for Not-for-Profit Law (USA) was focused on the issue of content blocking under different jurisdictions. Alexey is a tutor on data protection in the European College of Liberal Arts (Belarus).
Kamilla Amirzhan
She worked in the main department “Institute of legislation of the Republic of Kazakhstan” of the Ministry of justice of the Republic of Kazakhstan from 2009 to may 2018.
Since may 2018 she has been working in JSC “National infocommunication holding “Zerde”. The position of chief analyst, Department of methodology in the field of ICT. Conducts expertise of normative legal acts, as well as works out and writes drafts of normative legal acts. Takes an active part in the development of the draft Law “On amendments and additions to some legislative acts of Kazakhstan on regulation of digital technologies”.

Nurgul Abdykerimova
Director of the Public Fund “Media Law” in the Kyrgyz Republic. Since 2007, she has been working on freedom of speech, access to information, liberalization of media legislation, organization of CTV, development of the media self-regulation body, development and promotion of the code of Ethics for journalists in the Kyrgyz Republic. In 2007, she initiated the creation of a self-regulatory body in the Kyrgyz Republic, the Commission for consideration of complaints against the media, and took an active part in the development of the Ethical Code of journalists in Kyrgyzstan. At the Republican Congress of journalists on December 8, 2007 she was elected a member of the Commission for consideration of complaints against the media. Since 2007 she is the Secretary of the Commission. From 2010 to 2011 she was a member of the Supervisory Board of the Kyrgyz Republic.
Asomudin Atoev
Asomudin Atoev is a regional director of SecDev Foundation and a project coordinator on cyber security of Civil Initiative of Internet Policy Public Fund in Kyrgyzstan now. He is a Master in Computer Science (2000, Salford University, Great Britain), a Master in ICT Natural Sciences (information and communication technologies) for development (2010, Manchester University, Great Britain) and a Scholar in the International Policy Fellowships Programme 2004/2005 of the Policy Studying Center (Central Europe University). He actively deals with the issues of ICT introduction both in practice and policy at the national and regional levels. He has a number of publications in such issues as ICT advantages of providing free and open software for technological independence, information society, electronic government and electronic participation. His joint work with Richardo Dunkomb called “The Development of Potential E-citizen” has won an award of International ICEGOV 2011 Conference for the Best work in the field of the theory and practice of electronic control.
Besides, he is a coauthor of a number of researches on electronic readiness, cyber security, ICT for development, open data, digital broadcasting and regulations of telecommunication and TV and radio broadcasting.
Sarkis Darbinyan
Sarkis Darbinyan is the head of the Digital Rights Protection Center and the leading lawyer of Roskomsvoboda. He is also the author of a number of studies focused on the legal regulation of copyright in the digital age, the responsibility of information intermediaries, the restriction of access to websites, cyber surveillance, law enforcement of the right to oblivion, as well as criminal and administrative prosecution in connection with the expression of opinions on the Internet. He is the ideologist of the campaign “Time to change copyright” and co-author of a number of bills to regulate copyright in the digital age.
He is a strong supporter of the multistakeholder approach to the regulation of relations on the Internet. He believes that any new legal regulation of relations related to the use of online space should be balanced with the rights and interests of all parties: users, business, government.
Gulmira Birzhanova
Gulmira Birzhanova is a lawyer PF “Legal media center” (Astana), an expert in the field of national and international media law. Member of the Public Council under the Ministry of Justice of the Republic of Kazakhstan, member of the Commission on access to information. Participated in the development of the Law “On access to information”, as well as in the working group on the draft law “On amendments to the Law on mass media of the Republic of Kazakhstan”.
The main activity – representation in court, legal training and consulting of journalists. Co-author of the review of the legislation of the Republic of Kazakhstan on the media and the Internet, the author of the analysis of criminal legislation, articles related to the restriction of freedom of expression. Trainer and consultant for such organizations as the OSCE, the Foundation Soros Kazakhstan, UNDP, UNICEF.
Ruslan Dayirbekov
His background consists of two Diplomas with honors from International University of Kyrgyzstan, including Master of International Law degree as well as graduation from the Media Law Advocates Training Programme at the Centre for Socio-Legal Studies’ Programme in Comparative Media Law and Policy of University of Oxford.
Also he completed the Draper Hills Summer Fellows on Democracy and Development Program, hosted by the Center for Democracy, Development and the Rule of Law (CDDRL) at Stanford University, USA.
Ruslan is involved in the activity in improving the legal and regulatory framework in areas of media law, cyber law and Internet regulation and policy, providing legal consultation and expert opinions on draft legislation on data protection and privacy, regulation and technology.
Diana Okremova
Diana received her degree in journalism from the State University of Kostanay. In addition she is a broadly trained specialist with management experience in economical journalism and high-performance management. Diana undertook internships in Delovoy Peterburg newspaper, Star Tribune newspaper (Minneapolis, USA) and LINK International Institute of Management. Her background includes experience of reporter and editor for Nasha Gazeta weekly in Kostanay and special correspondent for Vzglyad newspaper in Astana.
Over the last years Diana has been director of the Legal Media Center Foundation. Diana is keen to promote international standards for the protection of freedom of speech, legal training and advising journalists, conducting media research, and studying public media funding. Member of the working group of Majilis of the development and implementation of law of Access to Information/ Throughout her career, she provided dozens trainings on different aspects of media and NGO interaction, media planning, international standards of freedom of speech, human rights media coverage, etc.
Natalia Mochu
Natalia works with ICANN as Global Stakeholder Engagement Manager Eastern Europe and Central Asia from December 2018. Most recently has worked with the Radio Research and Development Institute in Moscow, specializing in Internet related public-policy issues and international cooperation. Previously she’s worked with the National Communications Administration of Moldova, followed by the Regional Commonwealth in the field of Communications for the CIS countries. Natalia has experience in international cooperation, engagement activities with government representatives and other stakeholders, research and multilateral negotiations related to policy aspects of Internet governance. She holds Master degree in computer science with the Moldova State University.
Nikolai Bratitsa
He heads the division of the National regulator of Ukraine in the field of telecommunications, which is responsible for accounting for the numbering resources of telecommunication networks of General use of Ukraine, as well as the preparation of proposals for their effective distribution and use by telecommunications operators. He participated in the development and implementation of regulations related to the state regulation of the rules of telecommunication services, inter-operator interconnection of networks, traffic routing, quality control of voice telephony and Internet access. Actively engaged in combating the illegal use of number resources and ensure the integrity of the international numbering system adopted by the International telecommunication Union.
